You do realize that many (most?) of these are standard on international keyboards? 

I can type almost any accented character with a simple two-key combination which I guess is true for most non-English speaking countries.

Microsoft has supported this since the days of MS-DOS on any keyboard:

(1) Put the keyboard in Numlock mode, or use a numeric keypad
(2) Hold down the Alt key and then press a numeric sequence between 0 and 255.
(3) Lift the Alt key, and if the app supports it, the ASCII character for the current code page appears in the app (e.g. MS Word) (Examples: 188 +, 196 -, 144 É, 135 ç ) - darn that didn't work for 188 and 196 ... 144 and 135 are the same as I see in MS Word.  not sure if it is a limitation of the browser or web site.

Web site ... they looked perfect a second ago, after clicking "Submit" they get converted.

But anyways, this is quite arduous. I did a quick google but there seems to be no real equivalent to "compose-key" the unix-worlds offers.
