I'm  doing an audit on Get Smart, and in opening credits there are listed: Based on characters created by Mel Brooks and Buck Henry. How to credit them:
1: Original Characters by
2: Created by
3: Original Characters by & Created by

At least: that's what I'd do. Two separate credits (like "created by" and "original characters by") doesn't seem appropriate as it really is only a single credit. If the credit said merely said "created by Mel Brooks and Buck Henry", then I'd use "created by", but that's not the case here. I'll do one more: if the credit had said "based on the television series 'Get Smart', created by Mel Brooks and Buck Henry", then I'd have used "original material by". As it is, my choice would be OCB. But hey: someone's bound to have a different opinion, I'm afraid...

Created by, in this instance, refers to the characters not Get Smart.  OCB only.

My choice would be 1.

The rules for the OCB credit don't give any example in the "credited as" column, but the notes explain when to use OCB: "Used for screenplays based on characters from another work, credit the author of the characters here. For example comic adaptations and sequels."

It seems to me the same of Star Trek films credits for Roddenberry (based on Star Trek created by GR), and I'm with you.
